Version 3.5.0 Revision History:
- 11/20/2023
- Rules 50, 52, and 53 are now classified as WARNINGS rather than ERRORS
- Rule 128 description updated to clarify relationship between SBP values and DBP values
- 10/17/2023
- Modify Rule 106: Reason CPR/Resuscitation Discontinued (eArrest.16) must contain a valid value other than a NV if Resuscitation Attempted by EMS (eArrest.03) contains one of the following "Initiated Chest Compressions", “Attempted Ventilation”, or “Attempted Defibrillation” OR Type of CPR Provided (eArrest.09) contains a valid value other than a NV.

- Modify Rule 109: Who First Initiated CPR (eArrest.20) must contain a valid value other than a NV when Resuscitation Attempted by EMS (eArrest.03) equals "Initiated Chest Compressions" OR Type of CPR Provided (eArrest.09) contains a “Compressions…” value.
- Add Rule 109.1: Who First Initiated CPR (eArrest.20) must be blank or a NV when Cardiac Arrest (eArrest.01) equals “No.”
- 09/13/2023
- Discarded Rule 34
- 04/13/2023

- 10/26/2018
- Rules 94 has been modified to add “not recorded” to the list of accepted values for Initial Patient Acuity (eSituation.13).
- Rules 104 and 106 have been modified to add “not recorded” to the list of accepted values for Cardiac Arrest (eArrest.01).
- Rule 225 has been eliminated.
- Rule 229 has been modified to add “not recorded” to the list of accepted values for Final Patient Acuity (eSituation.19).
- 11/02/2017
- The descriptions of rules referring to eSituation.01 (Symptom Onset DateTime) have been modified to reflect the fact that this datum is no longer combined with the 'Last Known Well' time since the move to NEMSIS 3.4.0; the conditions enforced by these rules have not changed
- The descriptions of rules referring to eDisposition.19 (Final Patient Acuity) have been modified to reflect the new NEMSIS 3.4.0 terminology - this element used to be called Condition of Patient at Destination and had different values; the conditions enforced by these rules have not changed
- 09/25/2017
- The recent change to rule 243 was modified as follows, due to valuable feedback:
'Not Recorded' will be allowed in addition to 'Yes' or 'No' because no 'Unknown' value is available, but whether there was exposure could well be unknown; the element will still be required for each crew member - Rules 424.2 - 245 will either not take effect or will enforce the old requirements for calls prior to October 1, 2017
- The recent change to rule 243 was modified as follows, due to valuable feedback:
- 09/15/2017
- Changes have been made to rules 242-245 regarding Personal Protective Equipment (PPE) and Exposure:
- Rule 242 is now triggered for each Crew member without PPE (eOther.03), and for all 'Patient Encountered' calls - it is still a WARNING, because there is no 'None value
- Rule 242.2 was added (an ERROR, not a WARNING) to require eOther.04 elements to link any eOther.03 values to specific crew members
- Rule 243 was changed to always require a Yes/No response in eOther.05 for each crew member
- Rule 244 was changed to require linkage to a specific Crew Member via eOther.04 when Type of Work-Related Injury, Death or Suspected Exposure (eOther.06) is present
- Rule 245 was modified to always require a one-to-one correspondence between Crew Members (eCrew.01) and the attendant EMSCrewMember (identified by eOther.04)
- Changes have been made to rules 242-245 regarding Personal Protective Equipment (PPE) and Exposure:
- 07/24/2017
- Rule 238 (requiring Destination Team Pre-Arrival Arrival Alert or Activation to be specified for transports to the ER) has been eliminated
- 05/16/2017
- Rule 214 has been modified to allow for a new Non-Hospital Destination code (9995) to be used in eDisposition.02 when the type of destination is not a hospital or another EMS agency; when transporting to one of these destinations, Destination Transferred To Code (eDisposition.02) may now be omitted, or may export the new '9995' code, or may contain a Not value
- 03/17/2017
- Rule 214 has been relaxed so that, instead of requiring the 'Destination Transferred To ID' element (eDisposition.02) to be 'Not Applicable' when the 'Destination Type' element (eDisposition.21) indicates a destination other than a hospital or a transfer to another EMS agency, it now allows Not value
- 01/12/2017
- The following rules have been relaxed so that, instead of requiring that elements be omitted or 'Not Applicable' when there is no patient contact, they require that elements be omitted or set to any NOT value when there's no patient contact
Rule # Element(s) 45 ePatient.* 68 eScene.08 77 eSituation.* 96 eInjury.* 130 eHistory.* 135 eVitals.* 163 eExam.* 168 eMedications.* 190 eProcedures.*

- 01/02/2017
- Rule 82 has been relaxed by replacing it with rules 82a and 82b. Some of the eInjury elements whose presence previously caused an error if Possible Injury is not 'Yes' will now only cause a warning; other eInjury elements will continue to cause an error if Possible Injury is not 'Yes'
- 11/16/2016
- Rule 58 has been eliminated (warning about missing CMS Service Level)
- Rules 154-157 (requiring Glasgow components and modifier when a Glasgow Score is present) now only apply if Vitals Obtained Prior = 'No'
- 11/07/2016
- Rules 126 and 127 have been eliminated because they did not adequately take into consideration scenarios where CPR is initiated by EMS and continued until and after patient care is transferred at the ED; there is no value the eArrest.16 element can take on that specifically indicates that the patient was handed off at the ED while CPR continued, so it was decided to eliminate these rules for now and reconsider them when the time comes to transition to NEMSIS 3.4
- 08/17/2016
- New rule 246 added to require correct content in eResponse.13 (EMS Vehicle/Unit Number):
EMS Vehicle Number (eResponse.13) must be a 2-digit number, 'NT', a 6-digit number (agency+unit ID) OR a 4-digit number followed by 'NT'. 'NT' indicates a non-transport unit (calls for non-transport units found in the dataset will be skipped without warning or error); n optional hyphen is permitted between the Agency Number (if included) and the 2 digit Vehicle ID.

- An exception for Illinois Data Consistency Rules 215 and 216 was made to resolve an issue with processing EMS/Keyscan records after the state changed software vendors. Records generated using other types of reporting software are unaffected by this change.
- 10/26/2018
- Rule 94 has been modified to add “not recorded” to the list of accepted values for Initial Patient Acuity (eSituation.13). The new messaging is:
- Initial Patient Acuity (eSituation.13) must equal a valid value other than “Not Applicable” when Incident/Patient Disposition (eDisposition.12) equals a value from the "Patient Treated" Disposition Group and Type of Service Requested (eResponse.05) equals any of the following values:
- "911 Response (Scene)"
- "Intercept"
- "Mutual Aid"
- Initial Patient Acuity (eSituation.13) must equal a valid value other than “Not Applicable” when Incident/Patient Disposition (eDisposition.12) equals a value from the "Patient Treated" Disposition Group and Type of Service Requested (eResponse.05) equals any of the following values:

- 11/02/2017
- The error messages of rules referring to eSituation.01 (Symptom Onset DateTime) have been modified to reflect the fact that this datum is no longer combined with the 'Last Known Well' time since the move to NEMSIS 3.4.0; the conditions enforced by these rules have not changed
- The error messages of rules referring to eDisposition.19 (Final Patient Acuity) have been modified to reflect the new NEMSIS 3.4.0 terminology - this element used to be called Condition of Patient at Destination and had different values; the conditions enforced by these rules have not changed

- Rule 242.2 will only be enforced for calls with a Dispatch Time (eTimes.03) from October 1, 2017 or later
- Rule 243 was relaxed to allow 'Not Recorded' in addition to 'Yes' or 'No' since no 'Unknown' value is available, but whether or not there was exposure could well be unknown
- The change to rule 244 (requiring eOther.04) will only be enforced for calls on or after October 1, 2017
- Rule 245 will enforce the old requirement (Crew ID linkage (eOther.04) required when Exposure (eOther.05) = 'Yes') for calls prior to October 1, 2017
- Recent changes to rules 242-245 were modified as follows, due to valuable feedback:
- 09/15/2017
- Changes have been made to rules 242-245 regarding Personal Protective Equipment (PPE) and Exposure:
- Rule 242 is now triggered for each Crew member without PPE (eOther.03), and for all 'Patient Encountered' calls - it is still a WARNING, because there is no 'None value

- 05/16/2017

- 04/28/2017
- Rules 96 and 130 have had their XPATH test expressions modified to be tolerant of empty complex subelements (<eInjury.SeatGroup /> or <eHistory.ImmunizationsGroup />, respectively) that were previously being interpreted as leaf elements with no NV attribute and triggering these errors; the rules being enforced have not changed

- The implementation of Rule 78 has been corrected - it was causing a schematron transformation error under certain circumstances
- Rule 82 has been relaxed by replacing it with rules 82a and 82b; some of the eInjury elements whose presence previously caused an error if Possible Injury is not 'Yes' will now only cause a warning. Other eInjury elements will continue to cause an error if Possible Injury is not 'Yes'
- Rules 126 and 127 have been eliminated because they did not adequately take into consideration scenarios where CPR is initiated by EMS and continued until and after patient care is transferred at the ED; there is no value the element can take on that specifically indicates patient handoff while CPR continues, so it was decided to eliminate these rules for now and reconsider them when the time comes to transition to NEMSIS 3.4
- 10/13/2016
- It was discovered that some Schematron compilers would not allow the embedded blanks previously found in the id attributes of our <assert.. > and <report.. > elements, which previously had ids like "Rule 15"; these have all been changed to eliminate embedded blanks and periods to avoid such compilation problems; there is no resulting functional change
'NT' indicates a non-transport unit (calls for non-transport units found in the dataset will be skipped without warning or error); an optional hyphen is permitted between the Agency Number (if included) and the 2 digit Vehicle ID
