The State of Illinois intends to amend its Consolidated Plan for Illinois Housing & Community Development (2010-2014) years in order to expend allocations of funds from the U.S. Housing and Urban Development for the FY 2013 -15 Housing Opportunity for Person with AIDS (HOPWA) Program. Amendment is to expand the use of funds for more eligible activities for the 2010-2014 Consolidated Plan. These funds will be used to provide short term rent mortgage and utility assistance (STRMU) and tenant based rental assistance that will be disbursed to the HIV Care Connect Region Ryan White Lead Agents. HIV Care Connect housing facilities eligible activities will include operating costs, rehab/repairs, and supportive services activity to sustain housing facilities. These funds will be distributed to current grantee’s who have received funds through a three year competitive application process. Housing service caps are instituted under the HOPWA program to include uniformity and non-discrimination to households requesting rent, mortgage or utility assistance. Caps are determined by fair market rents/rent reasonableness. The public comments period will begin on Monday, May 22, 2018 and end Thursday, June 22, 2018.
